The Office of the Healthcare Advocate (formerly the Managed Care Ombudsman) is an independent agency of the State of Connecticut. Our mission, as detailed by the General Assembly in 1999, is to promote and protect the interest of Connecticut patients in their dealings with health insurance plans.

 

In 2004, our office assisted 1,600 patients through the process of appealing denials and provided many more with important information about their rights and responsibilities.

 

We are here to help if you or members of your staff:

  • Have questions about health insurance

  • Need to better understand the referral or preauthorization process, or

  • Require assistance with the appeal/grievance procedures

The Managed Care Accountability Act of 1999 also states that:

 

Each employer, other than a self-insured employer, that provides health insurance benefits to employees shall obtain from the Healthcare Advocate and post, in a conspicuous location, a notice concerning the services that the Healthcare Advocate provides. (Connecticut General Statutes, Sec. 38a-1046, revised 10/1/2005).
